No. No more rules. We've gotten way too many already. If I don't like some one for whatever reason I should be able to pay others to slap him around a bit IRP. Unless there's all of the sudden some intergalactic supreme council that makes the laws of sirius that decides whether people may post bounties on others they don't like or not, which won't happen if you have a shred of common sense, it won't make any.. Sense.

People shouldn't be able to just shoot who ever they want, aye. But if you want somebody gone and can't do it yourself? Make some one else do it. Let RP be a bit creative.
