Everybody can be forced to take sides, because even no decision is actually one. That's only reality though.
Issues due to tech abuse led to the necessity of objective rules all three official factions had to apply (the ZA thingie), because only one official faction could veto a permission. Building an umbrella body hence was necessary. Writing down the Zoner Laws followed two goals - providing player guidelines and reliability. But the main benefit of being a Zoner was actually our definition that every Zoner automatically became a part of the alliance. The Zoner Union of Independents was designed to host them all. Oh, and should not be misunderstood as clever move to amass "political" power (ridiculous) but rather a platform where Zoner noobs can attach themselves to those who are more experienced. Uhm, it worked somehow well. But the flaw was that the ZUI hasn't been populated properly, instead several new Zoner groups emerged, which was appreciated thought, because there's no sense not to use a hierarchically optimized distribution of information - fact is, Zoner RP requires a lot of information exchange. Uhm, it worked somehow:)
Our basic problem as Zoner players was to maintain the Zoner Myth, which made this faction so popular, whicle dealing with daily and trivial business. You cannot RP as a professional. Makes no sense.

Since TAZ and OSI pulled out of the ZA there was again this flaw regarding tech requests. We thought about using a round robin principle of adjournment, but it was actually only gallows humour.
The situation at every FP differs, so the Baffin and Yukon Zoners might have a different perception of Corsairs. The Omicron Zoner are suppoed to know Sairs and OCs pretty well, which is the reason why they had to left in order to prevent stains on their brethren while not submitting to a Corsair powerplay. The only possible solution for this dilemma ... well, you know it already.
Why not submitting? Pretty simple: Eta is supposed to be won by Corsairs anyway, so a basic and dramaturgical very important part of the Zoner RP would be missing in the future - the balancing in the Sair vs. OC war, and playing bored and satisfied Zoners among Corsairs only is - sorry guys - dull.
