Do too many factions have capital ships?

It would give house fleets nothing to do, aside from break treaties and shoot each other.

That was the intension. All houses (except kusari) are currently at war, so the house fleets can be, where they should:
at the front.

Players want to have fun, good pitched battles with groups you can ORGANISE them with in areas that are OPEN and equal are fun for everybody.

And? Players can still have fun (snubs). And organisated events can be done in the border and indepedent systems.
