So as a Liberty navy/ LSF player i know for a fact we cannot demand anyone not dock at a junker base, and/or report them if they do. Even in a Liberty system.
So IMO this also applies to a Freelancer base in...oh...say... a rheinland system. As both groups are neutral/quasi-lawful.
So what is your opinions lads, and lasses?

Not a matter of opinion, matter of server rules. Only the official faction of the NPC faction can deny docking on the spot. ANYONE can complain to the base owner in roleplay and try to get an FR5 out of it. Junker Congress has stated many times they don't want any caps whatsoever at their bases, and I very much doubt they want to have the war come to their hideouts by harboring foreign intelligence.

Liberty Navy/LSF players cannot use the server rules to deny you docking, but they'll certainly report such idiotic activities to the Junkers... I've seen Hawk repond to such often enough that I know that doesn't go ignored.

Freelancer bases are a different story. There -IS- no "freelancer" faction and won't ever be, so you can't get an FR5 to a freelancer base. How abuse of such bases is handled is up to the admins. From the dev side, I've got little problems with changing Heisenberg into an undockable wreck if the RM ends up seeing it as a problem however...
