If you develop a relationship with any of the Zoner groups - you'll find we have no issue with giving our friends weaponry to defend themselves with. Our only requirement is that you role play with us.
As far as using the Zoner ID later - Zoners typically shy away from large governments. At least that is our current role play. They typically become corrupt and take away the freedom we crave. Of course, there is nothing stopping your group from becoming Zoners and then leaving the Zoner community to form your own community. The Virulian Enclave did that.
My suggestion is to flesh out some of the back story (what Dio asked about) and then just work on role playing toward some goal.
