There needs to be a limit on how much Pirates can demand....

A pirate will typically ask for as much as he can get away with. If you pay it, that was the maximum. If you don't, he went past the maximum.

For me only, piracy should be fun and sometimes uncomfortable.
I don't want to meet a trader who says "Oh it's you again, yeah sure, heres $2 mill, bye" because that doesn't satisfy my demand for roleplay.
If he plays it out a little and it goes both ways, then we can separate on terms which will be conducive to our next meeting.
I'm not going to take 100 units of gold ore on my bomber because whats the point?
I'll have the cash and you save on the insurance premiums.
If I'm in a transport however, I'll take a good chunk of that cargo and if you make me work for it, the price goes up.
There are pirates that take everything but for me, whats the point of taking everything first off?
If the mark feels like he's going to lose everything anyway, he'll fight and be damned because it will make no difference. They may well kill him and get all the cargo. Whats left?
A bad taste in the mouth of the trader and full transport that now has to go home cos he can't take anymore. Wow, that must be a real good experience...
You have to play the game both ways because thats what it is. A game and games are meant to be fun.
