How a player faction excludes a characteristic of the NPC faction

I had a similar situation pretty much within my first week or so in the Remnant.

I had come up with a plan that in-RP would have seen the Outcasts destroyed utterly: Get the Brotherhood to draw the Outcast fleet to Eta, while a CR strike team blow up the Malta docking ring and mooring port.

Baal wouldn't go for it, as it wouldn't have killed the Outcasts.

But the thing is: it would have, had the player factions of the Outcasts had all the characteristics of the NPC faction. Without access to Malta, the Outcasts would have died from Caradmine withdrawal eventually, having no more access to the only place the drug is produced.
