How a player faction excludes a characteristic of the NPC faction

Furthermore, such a large scale amount of goods being taken there would be noticed by the population who, regardless of it being food to a starving people, will not take kindly to it. Starving or not, they are Corsairs and considered thieves, pirates, and murderers by the vast majority of the population. Add on the Blood Dragons, GC, OC, and Hessians who would all attempt to stop Samura's goods to Corsairs with gusto, and you've got a major problem in supply lines. The Kusari supply lines are already barely working in the Taus due to the Bretonians, Blood Dragons, Outcasts, and Golden Chrysanthemums. This is part of the storyline and lore, and cannot be ignored. This is a weakness to Samura that people have ignored because it doesn't fit into their roleplay plan.

Blood Dragons and Golden Chrysanthemums in lore are damaging the supply lines in the taus? Then why there wasn't any NPC added to represent that? Now, if you want to say that the Outcasts are weaking our supply lines in the taus, while it's being patroled by KNF capital ships, sounds a bit over the outcast's power in lore, or they can take their forces from Eta and Tau 37 to fight the KNF in the taus?
Bretonia is attempting to stop our supply line, and yet, they can't do it completely, it's not barely working, it's barely being stopped.

They are thieves, pirates and murderes, just as many people in Fuchu, that's not a reason to blindly kill them, or accept them to die for starving. One thing is giving food, another thing would be giving them guns, fuel, a base where to use to continue their piracy, Samura doesn't do that... hold on, the Zoners do. Before this problem, they weren't criminals, but now they are? They allow Corsairs docking on Freeport 1, Freeport 9, Freeport 5, Freeport 11 even when they used those Freeports to stage attacks on Bretonia and Rheinland, and NOW, just now, they considered that as a crime? While Samura just give them food, food that keeps them alive, but the food doesn't impulse their ships, the food can't be used to attack Bretonia, or to run for cover.

Funny you mention the Blood Dragons and Hessians, how do they take Zoners providing Crete with food? I mean, how can seriously the Zoners threat Samura with calling the Blood Dragons and Hessians to stop Samura from doing what the Zoners have been doing since always? "hey Hessians, shoot Samura because they provide crete with food.... that's OUR job!", if the Hessians agree on that, sounds like a cheap try to make things work on Zoner's favour. But then it'll come the "Hessians need of the zoners too", and so the mollys, and the list keeps going on right?, yes, right, everyone needs of the zoners. Except houses... Which brings the question, where do the Zoners get all the goods they transport, they produce them? All of it? Or They get it from Houses as well? And how will the Houses take the zoners providing these pirates? And that's more than just food.

You are saying that zoners can do whatever they want with everyone, because without Zoners no pirate faction would get someone providing them.

I'll stay out of this topic from now on, but saying that the zoners are the only ones capable of provide unlawful factions, sounds uncreible.
