How a player faction excludes a characteristic of the NPC faction

NFZ? Hardly a disadvantage. It's hard to enforce solely due to game mechanics being what they are.

NFZ is the reason why Bounty Hunters can land on FP9 and the reason why Corsairs (in vanilla lore) want to destroy the said Freeport.

It's also the largest Zoner disadvantage in-game, which matters more so than any RP disadvantage. NFZ, which is a vanilla lore concept, has been the biggest bane of Zoners on the server. However, to do away with NFZs would be destroying one of the most integral Zoner concepts. One of the few vanilla concepts still left for Zoners after Angel added Gran Canaria into discovery and Juggers/Aquilons by others.

Decentralized? Eh.. could be beneficial, really. For example, the Corsairs' beef is with the FP9 and O-74 Zoners. The others, not so much.

That's precisely the problem. A decentralized government means more chaos, less military strength, disorganization, and lack of patriotism. Centralization means that people have a single cause and gravitate toward a particular entity. For example, Bretonians unite because they have one country. Imagine if it was invaded and each system had a separate form of government. Now the Kusari attack one Bretonian station while the others say, "well, we have separate diplomacy from those guys, so we won't get involved." Bretonia gets taken over one station at a time.
