How a player faction excludes a characteristic of the NPC faction

lets draw a general timeline of this conflict here. feel free to correct me if im wrong:

- ever since zoners arrived to corsair space, they are observed as a necessity, rahter than friends (by corsairs).
- since then, corsairs find other sources of food - hogosha(with samura and FA), IND, junkers, piracy. this was done because the council fell it was not a smart thing to do to be dependent on one food source.
- anarchists pop up, they shoot zoners with sails
- zoners stop delivering food and form a counter alliance with order, gmg and outcasts. thus are no longer viewed as useful, additionally to that, a threat - thus attacked by most corsairs. (note that the Borhterhood Flagship Artemis was crippled iRP in this fight by the zoners. and the artemis with most corsairs were attacking the NTF at that time.)
- ever since there was an open conflict between corsairs and zoners
- sephardi (zelot) initiates peace talks on fp9. one session is done and afterwards he is not invited to the talks
- after some time, the conflicts cease. things return to rouhgly what it was before anarchists arrived
- when everything is calm, fp9 representatives announce they deny docking rights to corsair factions. that is what pisses the corsairs off
- current lockade and martial law implied by corsairs
