On the note of military/police factions and IDs.... They are redundant. There isn't much I can do ID wise to distinguish them that doesn't involve slapping bad news restrictions on one or the either.
Remember the absurd block on navy ships scanning for contraband? It was a joke.
The best I can do, and have done, is lift the restrictions on cops to being bound to "house". For all intents and purposes there is little to distinguish police and navy IDs from one another... Which isn't altogether appreciable.
But so far as tangible hand outs go... Yeh. You're essentially trying to start a military faction in the shadow of a military faction. All you have to go on after that is personality and drive. Which, under the best of circumstances, isn't the strongest carrot in the market.
That being said I'll lead the RFP. Just sign the faction over to my name.
I'll be the only one in it and I wont even make a char, but until we tick someone off and draw the admin(s?) attention it'll exist forever regardless.
