Well, you could make the progression really simple. Once people attain the rank that allows them to become military, they can discard their police char or they can make a new char for their military. It would be up to them, so people who want to maintain one character on a logical path of progression in the faction would be able to.
This way there would be no need for people to switch chars depending on duty.
