The problem with that system is two fold.
A) It's forced. Maybe they don't want to play a cop.
B) You drain the police faction of their experienced members to pad the military. I don't see this going over well in the long run. Doubtless many people will "keep" their police chars... Who are redundant to their preferred military characters. Next thing you know you have a "dead faction" chat. With 48239482390482390482390482390 people in the skype channel who aren't involved with the faction and a group with 87 people on the roster and 8 hours online in the last month.
