As an addition to what Dusty said...
1) Phantom, big bulky useless ship. You easily die in it if you're a rookie, which may be demotivating.
2) As a part of the police, you don't get to see the full ZoI which can again be boring and thus, demotivating.
3) Experienced members often don't do forums (at least in the RM), this way the faction would be less attractive for them since they don't get to jump straight into the action as they do in the RM almost immediately after being accepted. I can agree with doing so though, since the game is about the game itself, not the forums which should serve as an icing.
All that can reflect to our activity and affect it negatively, making us unable to hold two factions together due to the loss of membership.
Oh wait, the same issues apply to a police force in its full might anyway.
What we need is not a merge, not a nerf, more like something that makes our role play different, where we should rely on each other as partners.
I had some crazy ideas in mind, like making VHFs unable to carry CDs, extending military ZoI to apply to the outer regions, giving police ships super scanners and of course, nerfing pirate fighters. It truly is quite a shame in this case how neither of the proposed Bundschuh HFs passed to the final version.
Anyway, I think what Blodo said can definitely be considered, so will I do if this situation proves to be permanent. But as I said, I'd like to give some time for others if they want to give the independent RFP a shot.
