It's np, just saying system-wise the idea is sound. If Phantom is truly so abysmal, you can start off the police in Wraiths, no need to nerf them to LFs as long as they are actually tagged and IDed as police. Nobody has ever tried it before, and we won't be sure of its success or failure until it's tried. But it's down to the RM and RFP players in the end to consider.
