How a player faction excludes a characteristic of the NPC faction

Too much smack, not enough facts. What am I supposed to do now, are corsairs banned from freeports, or are they not? Because I still see plenty of them. Seems pretty unfair they can attack us, and use our bases. People who attack us shouldn't be able to dock at our freeports, not the faction as a whole, but I don't know the current policy. Request clarification?

I know this is about the freeport in theta, but think of it this way, if you go rob a bank, do you think you can just waltz right into another outlet interstate?
