This is not a bug. It says in the description of the collector that it "can mount heavy fighter shields" This is about 11,000 shield points instead of the 9,000 or so from the transport shield.

Mounting a transport shield would disrupt supposedly the equilibrium between hull and shields.

The next level of transport shields has 15,000

then after that 25,000
