How would this be accomplished?
I have spotted a niche. A group could represent the might of the Molly council in dublin, policing the system against corsair/indie pirate aggression. This would mean that the BAF wouldn't have to perform that job, releasing those troops for other duties, and making it more likely that the system is granted independence.
The duties of these 'Garda' (suggestions for better name appreciated) would be
1. Ensuring that all vehicles passing through Dublin have an up-to-date Transit Visa
2. Ensuring that all miners and escorts have up-to-date Work Visas
3. Ensuring the safety and security of those working or passing through the system
4. Evicting those who threaten that safety and security
I envisage that transit visas would be a low fee for non-BMM fighters, and a medium fee for non-BMM transports. The fees for BMM ships would be high. (im thinking 3-5-10 million here. Transit Visas would be renewable on a yearly basis (i.e. they don't have to buy a new transit visa until the next mod comes out.
Work visas would be very low for all Molly Id'd miners and escorts. For Independent miners/escorts the fee would be low, and IMG miners/escorts would pay a medium fee, and BMM miners/escorts would pay a very high fee (my suggestion is 1-3-5-10 million). Work visas are renewable on the first of each month.
The administration of both kinds of Visas would be responsibility of the 'Garda': a thread would be created on the disco forums, and players would post screenshots of their transmission of registration fees to the garda-bank. Naturally, the surplus collected monies would be made available for the upkeep of council vessels, after the vessels, equipment and ordinance for the Garda have been financed. (I have money set aside to bankroll this, but i can't afford to buy bats+bots+mines for the rest of the guys for ever, so the visas would mean that the Garda would be not only self financing, but would also contribute to the Molly Economy, and create a slush fund for the MR to provide shared ships for a new player)
The ship line and equipt would centred on molly-tech, and the ZOI would be Dublin; this is where the Troubles are centred, going elsewhere seems strange.
If the Essex were to be replaced by the Molly destroyer (can't remember its name), then we'd be based off that. Until then, the ships would be based in Arranmore. It has always seemed strange that in the Molly home system, there is only one Molly base; in Alpha and Gamma, there are three each, with no presence of enemies or neutrals, and these systems are not 'through-routes' for trade elsewhere.
Anyway, all of the points raised here are up for debate: let me know which ideas you like, which you dislike, and which are just strange.
I had the Idea that the Movement of the Essex could become a server EVENT:
molly commandoes sneak on board (ok, we have a bret playership take its place). Unable to start the engines after so long (player keeps engines off, but is in e-kill), they use snubcraft to push the ship towards the asteroid field. they are forced to abandon their original plan of smashing it into Graves station, they instead get it wedged in the asteroid field, and the molly destroyer is brought in to a similar situation (perhaps slightly farther away from the gate and off the BAF NPC patrol route).
This plan means that the npc patrols do not have to be changed, the BAF can still maintain a presence in the system, and the increased defense of the BMM field will mean that BMM will not feel that they are being squeezed out of dublin. Getting the Essex wedged into the best part of the BMM field would be a typical pyrrhic victory; BMM are now fairly safe from Molly piracy... whilst on the job. Moving the stuff out becomes a different matter.

- In Practice : This Essex is a really bad thing for mollies because we have nowhere to run if we are outnumbered. Because as we all know the main war zone is around the gold field top right of the map far from the IMG Hoods and our base.

- New idea : In future, we could change the status of the mollies, Semi-lawfuls instead of unlawfuls.
.... Why ?
Our cooperations with squaddies will give us a new way to struggle with efficacy against Ugly Corsairs and Scalpies Babies and others independant pirates. So yes in this case we can ask to move out from Dublin The Essex Bs. And we could provide substitute it by a real molly checkpoint, a sort of station plus one or two cruiser guard.
If we become Semi-lawfuls our reputations will change with bretonians. Mollies could also become richer and more powerful too, a new cooperation means a new way to earn money on the market.... Why not ?
After that, about taxing miners, well sorry... about selling a permit for BMM miners and independant Miners, if we have to tax them for a better protection we should do it fairly. Remember that we don't act like pirates, but we sell permit, so we have to deal with them fairly! I think that 2 or 3 milions credits for 24 hours protection is really correct. If we tax too much Miners won't accept the deal, and Squaddies won't allow us to do it....

Be mad only if you are a real pirate, so nothing on our concern if we become mollies nice babies! Yea' !
.... So, let's take a simple example : A miner earn 28.500.000 milions credits in one run to New York. If he has a lucky day, he buys our permit (let's say 2 milions) and earn so 26.500.000. Alright it's a good day.
Now it's a really bad day for the Miner, he buys our permit : - 2, he meets pirates in magellan : - 2 if they are cool - 5 if not, he meets pirates in california : - 2 or - 5 again, and when he jumps in New York he meets at the gate another pirate : so again - 2 or - 5. We have to think about it too.
To keep it fair and cleverly too, we have to create a thread for the Miners who buy the permit. Visible for everyone, and then the Miner is not taxed each hour.;)
