The mining license has nothing to do with piracy. its is merely a work visa.

There is nothing stopping pirates taxing the miner on every single trade lane between dublin and detroit. the contractual employment of mercenary escorts is the responsibility of the miner; we do not take into account such things, as this is not the nanny state. so, yeah, if he has a bad day, he could hire someone like VPS to take care of him.
