How should Zoners "behave"?

Now, about the Battlestar in Theta last night.

AW has a policy about that

people kept parking their BSs in Theta so they could attack Alpha and Gamma

Now, considering how often we are attacked, would YOU want a battleship sitting in a system your guarding for an hour?

By control i mean to impose AW laws over any player. The ZoI rules state that in case of a war, a faction has the right to "control" those systems connected to their home system. But that applies only to those faction at war with.

Were you are war with the neutral mercenary? It doesnt matter how long the people are going to be in a system staging an attack on an outside system. Until their war is brought into theta you have no right to try and intervene as long as intentions are that the fighting will be outside of theta. As soon as fighting breaks in theta, if you are guarding it, mop up and make them take it elsewhere.

Theta is contested territory according to the ZoI rules. Keeping the peace in theta is fine, being a zoner guard is fine, stopping piracy in theta is fine, launching attacks outside of theta drifts from this goal. Guarding is defending, defending is not attacking, and attacking is not guarding. If your enemies come into theta looking for trouble blast them to bits and its fine. If your enemies are in their systems doing transfers and talking, and you come a callin for war, thats not guarding at all. Also, if your enemies come into theta, not looking for trouble and are still hunted down and killed, thats not guarding either, thats against zoner intentions, and if you deny people of any faction the right to dock at fp9 that is against the zoner outlook. Being against the zoner outlook is against the zoners, and you cant guard something your against. Zoner guard doesnt make sense because of the affiliation with the zoners. I dont think anyone has a problem with you fighting your wars in itself. No one has a problem with you being zoner guards in itself. Its when you mix the two that the rp breaks and people have a problem with it.
