This is what the announcement said:

a.Gallian freighters and transports can move outside Gallia.

b.Gallian faction ID'd ships (non-military, pirate or police factions) can move outside Gallia (this means that the ships in a. above can have escorts.)

So I would say, the transports can have escorts, thats it. No bounty hunting in Rheinland with your Musketoon Lynx.
