As far as Tau-23 is concerned, I've spent plenty of time in that place to know that the bad behaviour is endemic on both sides. From my time as Cartel, as CR, and as a host of other characters that have spent time there, I have seen things that don't make anyone innocent. To say that our presence makes it a horrible place is quite simply, ridiculous. Then again, I'm sure if our guns were pointed in the other direction this concern of yours would be gone.
As far as the "MUST... WIN" attitude, as long as my boys are keeping things relatively fair I don't have a problem with them doing everything in their power to win. I'm certainly not going to tell them to lose one on purpose every once in a while just to make the other side feel better.
And for the third part, yes we are present in many places in Sirius. However, that doesn't mean we base ourselves in every place in Sirius. I dare say that aside from the few forces in Tau-23 everything is based out of and operates out of Omega-52.
