But as I said before: The SCRA is impervious to feedback which does not involve copious amounts of sycophantic statements produced in a very blatant attempt at getting into the faction.
Perhaps if there was a rule which pretty much forced the admins to throw the book at a faction provided that they get enough negative feedback existed there would be more interest in this feedback thread, but as it stands now it does not really serve any purpose for the very reasons listed above.
Merry Christmas.
Allow me to address this in it's disparate parts.
Part 1: Actually, SCRA does have reason to be up in the Taus. It's even stated in the ID that we can hunt only militaries, lawful non-traders, or those carrying Cardamine or Slaves, both of which are hot-ticket items through Tau23. How we can be there will be addressed later in this response.
Part 2: But Dennis, we love sycophantic statements, in copious amounts...just like you do. :D j/k.
Part 3: That would be a hideously bad idea, with EVERYONE'S feedbacks exploding in attempts to get factions shut down. All of them, not just some. You know it as well as I do. While some factions, and even some individuals in factions, take criticism better or worse than others, we both know which way that road leads.

Fine, I'll assist you in the matter: It's tied in to the very hostile environment of Tau 23 on behalf of the rather vibrant vendetta the local wildlife seems to have towards the Outcasts, and the "MUST... WIN" attitude of the SCRA. Combine the two and you turn an already unpleasant place into... a more unpleasant place.
Not to mention that from an RP-purist perspective, you shouldn't even have the forces to faff around in every corner of Sirius at once.
Is that enough for you?
Part 1a) Tau 23 sucks. It's too small and has too many individual factions with their own agendas there to be a worthwhile system. If it were, say, the size of Newcastle or even New York, it'd be different, but with the proximity of bases, jumpholes, and population centers (read: mining spots), it's a powder keg. I agree that adding more heat to an already tense situation isn't always a good thing, sometimes bringing a little fresh perspective isn't bad either.
Part 1b) Everyone has a must-win attitude. SCRA comes at Outcasts with three bombers v one gunboat, the next engagement will be three Sarrissas against three bombers, or whatever. It's escalation. Instead of griping about it, maybe BOTH SIDES (yes, SCRA too) can take a moment and see what's really going on. Or not.
Part 2) As promised. We may not have the forces to "faff around every corner of Sirius", you're right. But who's to say that we don't have different operations going on as part of our ongoing efforts in every corner of Sirius. Lately SCRA has been leaving the Rheinland and Omicron fronts in favor of cultivating relationships in the Taus (IMG) and lower Omegas (Phantoms), as well as shoring up supply lines (TAZ / IND). This means that the SCRA forces move about, focusing more in one area at times at the sacrifice of other areas.
This is how we "faff around".

I believe in Santa Claus, and the Easter Bunny, and good will toward your fellow man. Mostly. :D
