Ok here's an idea: why not create (and participate in) more OC-Order events? It will give Order stuff to do, and it might encourage K'hara players to jump on their nomnom characters more often, knowing that they have friends who are willing to fight for/with them (and even RP with them), rather than just being blue target dummies for everyone to pew at?
