With Disco's "Gallian overlords" plot in mind, increased nomad activity would just clutter everything up / make the Gallia plot even more unrealistic. With Disco being all about Gallia, this can't just be neglected / brushed off by saying "Gallia was a mistake".
And if people have a burning desire to play nomads, why not apply for the official faction and learn how to RP nomads in the process?
And if Order players find that they lack stuff to do, try and investigate / infiltrate some of the other factions that are affected by noms. I think that the Hessians wouldn't be very interested in maintaining a neutral/friendly relationship with the Outcasts if they knew the full extent of the Nomad-OC relation - and that's something for Order agents to uncover in-RP. Lots of interesting RP with actual consequences for parties involved could be had on that account.
And we got some mosc grumbling about the Order starting operations against the Outcasts after we just lost Toledo:sleep:
