Like i said, i agree on part that Nomads could use some more activity. But simply not by opening the ID for free use. Join the faction. I will help however i can, in order to preserve the current way and yet achieving what are being requested for over and over again...
At the moment, I don't think that would be welcomed. Carl said much the same in slightly more hostile terms; 'Join us or GTFO'. And preserving things tends to harm progress.
However, I'm all ears and welcome your proposal.

Currently, on my point of view, a nomad encounter is something to be seen as prized, for some even craved. I, for one, met a K'Hara not long ago ig, we talked for while and then departed our ways, not even firing once. Thats the kind of nomads I would enjoy seeing much more often on the server and I firmly don't believe opening nomads would do anything at all to improve that frequency.
From where I sit that would result into system wide messages going "nice fight" and piracy on noms, which whatever you may say will always be open to happen by lolwuts who discovered the /restart nomad command and disregard rules. Something that simply won't happen with a locked faction.
I really don't know how to put this better: Right now, I hold the nomads on the top of the rp quality of the server. I actually seek them out for rping whenever I have the chance, 'cause meeting a morph or a K'Hara means that whomever is playing with that blue shiny thingie actually wants to try talking differently and rp with something else than a human. Of course I'd love to see a fleet of Noms passing through Texas and blasting humes onto the sun now and then or something, but I have to say thats solved with more events than otherwise.

Interesting. What we need to do is increase playerbase without saturating it with unrestrained 'lolwuts'.
Since the members of K'hara seem to be pushing it, a recruitment drive is in order. But not alone.
Perhaps we(and by we, I mean players from all sides of the equation) can help train each other and newcomers into the Nomad way; increase playerbase with quality. We have a saturation of Order and Core players, but not enough Nomads to balance them.

in rp, the ships are rare, cos trent used his tinkertoy-sized weapon.
oorp, the ships are op, to balance the fact that there are so few of them.
therefore they need a nerf before they can be released to the lolwuts.
The nerf we were suggesting was an extreme ZOI limitation on ships and tech. The Drone ID or similar principle would limit to LF(as with the Trial ID[or potentially slightly larger ships]), but free up excursions to Alaska/Delta/Kappa. To go further would require K'hara permission and accompaniament.
If they wanted more freedom, they could then go through the recruitment process.
A small nerf could be in order; however, Nomads are supposed to have superior technology, as reflected in their shields and lack of weapon type. To scale down Nomad weaponry would also need to have an effect on Human-Nomad cannons(that Order can use), and ships would need reviewing also.
However, it seems the general consensus is that we should promote activity through increasing membership of K'hara, and not general Nomads.

On point a) all I can say is that there can't be greatest 2 enemies (talking about gallia).
And it wouldn't change anytime soon.
On point b) I would like to know what rp borders do you consider fitting (for example there is no way nomad can be "disconnected" or exiled from mindshare).
P.s. Open nomads is NOT something community wants. It was discussed so many times before, search is your friend.
Gallia is a competely different story. In my opinion, if anything, Gallia is what the Hispanic factions should be doing. At a stretch, the Nomads.
