Problem is, England helped Frace after they were attacked by Germany and quite some time after. Same with Poland. Sorry but this more likely doesn't cover it.

I was not refering to World War II, I was refering to a ficticious situation where Germany attacked France, and England has solid evidence that Germany was going to attack them next.

While I didn't think of that. Why believe them? Yes, they've invaded. But personally, if I were to wage war, I'd give my enemy misinformation. Which is exactly what the Council could be doing. It's not all clear cut. No one has a reason to trust the Council yet.

The evidence given is clear and verifiable.
