The Hackers, along with Brigands, now became involved with politics: many of them have old ties with members of The Order, and while The Order ships can hardly get into Liberty these days, Lane Hackers often fulfill the role of couriers to transfer people, and information, from the planets of Liberty and from the Rogue bases towards Omicron Minor and Omicron Mu.
4.86 storyline? That's the closest I found to the HF in the storyline, and it says the LH are still based in Vespucci.
