The admins have already answered this question. Athenian did it with his announcement.

No where in a, b, or c does it state Gallic civilian tech can leave Gallia. If the admins had intended on Gallia civilian tech leaving Gallia, there would be a line stating so.
It might happen in 4.86, but from what the admins have said, the answer is no.
