It's one thing when someone flies there to get a cover and then back out, and something else if you undock (say out of Stokes) to find 5 enemies around it. In that case I don't see the need to dock unless it gets dangerous. Cause otherwise applying this criteria you could park 10 Kusari Battleships in front of New London and tell every Bretonian there that they have to dock to follow this guideline.
From what I understand, there must be a aspect of "fleeing" in the first place for this to apply. In other words, if you undock to find the base being camped by the enemy, you have not fled to begin with. But, if you dock into a lane with Stokes and find yourself facing superior numbers and get fired on, and you flee to Stokes, yes, then you should dock.
