On the topic of not being able to hear a smiley... Smilies in my mind, are mostly voice tones. Like, "Hi, Bob! =D"... Excited and happy.

But on the contrary, when you get radio'd by a police-cop... Or anybody else... A little video feed pops up. Sooo... Technically I guess there is a video feed too? Theoretically?

I always put a star/asterisk enclosing any onomatopoeia's... example:

*laugh*
*chuckle*
*growl*

This all seems reasonable to me, as you could easily make these sounds over a radio comm.
I've had no trouble so far. Although, maybe I've never run into the guy that complained about "hehe."

There is no "emote" command. You just have to use a little creativity. I know it's just my opinion, but smileys look stupid. They are only one step away from LAWLZ, ROFFLES, and OMG ICMP.

By you typing the exclamation point, it denotes how excited you already are. How could Bob not see that? I think most would assume that you were happy to see him too, unless you are enemies and the friendly gesture was ironic-- which would also be obvious to members involved. The mood of a statement can usually be expessed with the proper diction. If adding another few words to, "Hi, Bob!" so it says "Hi, Bob! It's great to see you!" is all it takes, then why take such a lazy shortcut?
