So. Ignore the problematic ones instead, in terms of politics. But apply antimatter anyway. I doubt anyone has a problem with indies sticking to their roles, such as an Outcast indy pirating the snot (or credits) out of anyone they find. It's, for the fighting factions, usually the capital ships roaming to places they have no business going, and for the trading/mining factions, people who repeatedly F1 out when met with pirates which cause the biggest frustrations, I think. The latter can be sorted with reports, the former, not so much. There's, to my knowledge, no rule against any ship travelling outside of it's normal ZOI.
