Without sounding like I'm shoutng down anyones advice or ideas, I would like to posit an idea, a sort of RealLife correlation to answer your question:

Nothing. -There is nothing you can do to address either the very REAL lack of support from military/law enforcement, or the supposed lack.

As in real life, crime happens.
It happens alot.

Unless you're talking about a Minority Report type of psychic society, noone can presciently predict where and when a crime will occur.

You cannot stop it unless you, by pure dint of luck and coincidence, happen to have assets in the immidate area at the time. it's like the chances of being HIT with a gamma ray/particle. Something like 13,000,000 to 1.

It can only be, and has only ever been, dealt with forensically. After the fact.

You can go after the offenders, arrest and charge them with the crime, but cannot prevent the crime.

The supposition that you should be able to, is being layed upon you by people with wholly unrealistic and mathematically challenged minds.

One thing you CAN do is try not to lose any sleep over it.
