It says on the ID, can engage any ship at will. Not sure if that's word for word, but it's the general idea of it. Pretty much any other faction can do this too if they have an RP reason behind it. From what I'm reading, a Wilde going "Hessian, die" while in a gunboat is worse than a LNS Dread going "lolololoikillroguenow".
The Wild have a reason to act like they do. Look back at SP. The Order tried shoving nomads into a hypergate that leads to god knows where. If someone tried to kidnap you and throw you into a lake, wouldn't you fight back? Well, same concept here. Wild are nomad infected humans, and Nomads are trying to fight back against getting thrown into the giant-mega-blue-lake-of-death.

All that talk jazz they <strike>used to do</strike> sometimes do is an RP courtesy, no more than a war cry.
