I personally think that each military faction should have a Heavy Gunboat, good for taking on caps and supporting friendly fleets. Each one should have a forward gun for its anti-cap work.

There should also be a lighter class of Gunship for each house, lacking the forward gun and heavy armor of the military-only Heavy Gunboat, but gaining in maneuverability and open for Police use as a Customs Enforcement vessel. They would also be available to the Military.

This gives each military two optimized gunboat options, and give police forces a heavier hitter for pirates and smugglers that Light Fighters just can't deal with.

A SHF for each police faction would be fine too.
