Have one of the people in the official factions volunteer to be that guy/girl and then they can be That person Be it Permanently or temporarily or maybe it will just be said faction leaders unless other wise stated i mean it could make for interesting RP if the Kanzler if Fighting the PResident in a Texas Raid or something
