That title, in my own opinion, belongs exclusively to the Phantom Empire. Or have we forgotten the list of atrocities committed on the Houses of Sirius? The crashing of the HMS Magnificent into Manhattan, the orbital bombardment and Decimation of Leeds, the MOX bombing of Cambridge, and countless excursions into Rheinland and Kusari; the untold thousands, HUNDREDS of thousands, of pilots and transportee's either dead or sold into bondage and torture by our hands...

Or if it is not deeds that make men monstrous, but their genetic code, look to your own borders... The corporation of SiN Tech has long advertised their ability for modification. Scales, fur, claws, tails, ears, eyes, entire bodies; there are non-humans living within your own populace, courtesy of SiN|Tech. Nary a one has spoken out against them, which is a surprise to me. I had not expected humanity to be so high...
