It is clear from both reports that none of these locations are hospitable and that whoever wishes to have a base there wants it to be well hidden. It is possible to construct it in both locations, but there are certain requirements that need to be met first. They are listed and explained in my previous reports.
Constructing a base in Kuryo cloud, in the most suitable zone, would require us to clear the area of dark matter particles using compressed oxygen. By my calculations 100000 container units of oxygen would be required to secure the construction zone as well as help reduce the amount of drugs one has to take not to succumb to "Pressure Sickness". Radiation is also a problem and seeking help from organizations which have developed powerful shields with radiation deflecting capabilities would be needed. One of those would be "The Order" who I've read are often fighting in systems which have strong radiation present. Once those pre-requirements are met, base shell assembly should begin by gathering asteroids and combining them using precise energy lasers. Once that's done, making the large asteroid hollow would be the last difficult step before constructing internal infrastructure.
On the other hand, constructing a base in Donryu cloud presents it's own problems. The problem with constructing a base in the inner part is the danger of planets pulling the station and crashing it into their atmosphere. To avoid this, the station would have to be built between the two planets, in plain sight, so they negate each others' gravitational pull. That would mean that the base would be visible to everyone, which could defeat the purpose of it's construction in the first place, but I'm still pointing this out if my presumption about this is incorrect. Constructing a base in the outer dense ring would hide the base, but it's construction would be very dangerous due to electric discharges. For that reason, making base components in a shipyard and then delivering them to the cloud would be adviseable. Unfortunately, I'm not sure if the parts would fit through the jump gate, so this might not work the way I envisioned it.
As my final thought, I'd say Kuryo cloud is far more suitable for base construction then the Donryu cloud despite the raging dark matter storm. However, is it up to the investor to decide, whoever he/she might be. I'm also very surprised no one ever came to visit me to check how I am conducting the survey nor did anyone offer to defend me. This is very unusual as I'd thought someone with the money to construct a base, would be able to at least offer minimal security and inspect me in the field. This was either a result of a misscommunication or someone has great faith in my abilities.
