The Junker Congress are well aware that they are banned from the Sigma-13 system for provoking hostilities against Kusari Transports, by attempting to setup an economical blockade in said system. Even the GMG have been angered by the Congress' decision on this matter.

Now think about this for a second, if they started in the Munich System, why would they be forced to pass the Sigma-13 system? Of course, to provoke an attack from the Kusari Military and then use human-cover, jeopardizing the lives of thousands in a desperate attempt to shed bad light on Kusari.

They could have loaded-off the refugees from two much closer positions from the Munich System,

These two locations are:

• Planet Holstein, Frankfurt System
• Planet Kurile, Sigma-17

Both of these Planets accepts the influx of refugees and you can check the validity behind this claim via any route-data program, I personally recommend using codename: FL-COMPANION.

The Frankfurt system is the neighbouring system of Munich.

And they had to pass Sigma-17 system to reach Sigma-13.

Think about it.

This was planned. This was not a rescue-mission, this was using innocent lives to try slander the Kusari House.
