[font=Century Gothic]I can certainly appreciate the concerns of both Liberty and Kusari entering this localized conflict. As one who has to deal with Libertonian terrorist actions in omega 7 against our civilians, it does upset me that they are allowed through the Bretonian borders to attack the fatherland. While I am unaware of any Kusari forces targeting civilians, I am sure that Bretonia is facing a smiler situation as we are. We have indeed sent the bulk of Kusari forces away from omega 3, however there is no edict in place to disallow them from using the passage to strike at Bretonia.

Before we get into the closing of this first conversation, I would like to address your concerns about the 'buffer zone' between Bretonia and Rheinland. Doctor, you do have good intentions and your proposition is not unreasonable. Infect, there is no need for an overly strong presence in the omegas other then to secure the fatherland from the threat Bretonian poses. If this conflict were resolved, I would be glad to remove the bulk of our forces from omega 3 and 7 and talk about limiting such forces in the future.

There is a large obstacle in the face of these actions though. Infect, one might say that there are several. I shall list the two most impotent in hopes that you might relate to our plight. One, the obvious, is Bretonia. Bretonia has shown themselves as aggressive enough to start a war over a polizi fine of less then the value of a modern freighter. I must think about this Herr Holiday, and weigh my decisions carefully. If you were in my place, would you not feel hesitant to pull back from established positions paid for by the blood of your own people in the hopes that someone wreckless enough to spur on the deaths of said men and women over a small financial transaction might show mercy?

[font=Century Gothic]And then there is the second matter. Hessains Herr Holiday. Rebels. Ones not content to go their own way, as the Zoners civilly did once they outgrew their need of laws and colonial life, but communistic oppressors and pirates who wish to press their unwilling agenda into the heart of the fatherland. As I am sure you are aware, they too were recently declared a 'legitimate organization' by the House of Bretonia.

[font=Lucida Console]For but a moment, the calm, fatherly air the Kanzler exuded shifted out of focus, a cold flicker of steel draping across his expression.

[font=Century Gothic]Doctor, these men have raped, murdered, killed, and extorted my people. They daily assault and end of the lives of the people I have sworn to protect. With Bretonia's support, which I have no doubt they have, this cancer on the fringes of the fatherland will grow unless treatment is administered against it swiftly and without hesitation. I am unsure of how familiar with our region of space you are, but almost everyone in Sirius has heard of the perils of the border worlds. Omega 7 is the current location of most of these rebel attacks. The hard working men and woman of Dauman and Kruger are the victims.

As I have already stated, I expect these incursions to grow in number and ferocity. Therefore, at this point in time I regret to say that a military presence in omega 7 is required. The amount of military resources devoted to this is debatable, but the necessity of our presence in the border worlds is not.

I do urge you to remember Doctor, these are not simple pirates who wish to make a mark off the back of our workers. These are heartless men with access to military grade warships of remarkable firepower and who wish nothing more than the overthrow of law and order in my country. Action must be taken and omega 7 is the battlefield.

[font=Lucida Console]He shifted slightly in his seat, his hands clasping together energetically, this movement working to dispel the previous atmosphere and restore a lighter feeling to the conversation. He smiled.

[font=Century Gothic]Doctor, you have stated that the Queen of Bretonia asked if you might broker a peace between our two nations. I myself endorse this idea, and I shall share my personal approval of such action. While differences may be present between our two peoples, that does not mean we must waist our effort fighting one another, especially with our own respective Nemesis knocking at our doors.

I do believe I have addressed the most impotent concerns of Rheinland thus far and if you are to act as a diplomat between our two nations, I think it is time for Bretonia to have their word. Please feel free to relay these concerns of ours to the Queen, or whoever you must speak to. It is my hope that we might settle this matter quickly, to forestall any more loss of life and restore peace to the omegas.

Now that this dreadful matter has been addressed, I would ask you if the Temporary Autonomous Zoners have anything to relay, ask, or inform Rheinland of. If you have the power vested in you by other parties to speak for them as well, I ask you at this point to speak freely. While we have left the matter of Bretonia behind at this juncture, Rheinland cares for the maintenance of our good relations with the zoners, and the mending of any trespasses we are guilty of.
