Pre-Modern Counter Terrorism

Terrorism against the State hasn't been anything new, ever since 1 AS, there has been various violate attacks on civilians and government establishments. These were generally classified as Piracy. Piracy consist of robbing, trafficking, murder, kidnapping, extortion, scams, theft, and libel propaganda. Piracy Sedition/ Treason Act of 120AS Stated that; "Any persons or entity that commits piracy within Liberty is subject to the civilian courts of punishment." This allowed the civilian courts, police, to take pirates into custody and try them in the Justice systems. Before the Piracy Sedition/ Treason Act all piracy was dealt with by the Military.

The choice to expand who could prosecute piracy came into effect that the Military was seen to have to much power over civilian matters. Also gave way to sharing resources and it became cheaper for Federal government to have Civilian Police handle the majority of the piracy. Though the Piracy Sedition/ Treason Act didn't give civilian Police complete control the Military still provided most of the firepower needed to capture the pirates.

For the next 600 years that Act went without revision. Though the crimes changed the Law stayed the same. That weaken the government's ability to prosecute effectively against harsher crimes such as bombing Federal Institutes. Because each case was handled in the civilian courts the term "terrorism," was not in the courts vocabulary. The term that was used "Reckless Endangerment by use of explosives," only had an max sentence time of 10 years.

Not only did the Civilian Court System didn't have the resources to properly punish crimes that would be consider terrorism each System Government had their own laws regarding piracy. And greatly crippled the Law Enforcement System.

Thus in 745AS the Unified Justice System Act or UJSA created the first unified Laws for Piracy. This made all piracy an Federal Crime and Charged on the Federal level. That allowed the courts to be able to provide consistent punishments for piracy. Though with this act unifying piracy laws it still wasn't concise enough to handle the terrorism that Liberty had been experiencing.

Entering into the 760's AS Eco terrorist bombed several government power plants killing State workers. The Liberty Federal Court sentence them to life without parole. However the Liberty Supreme Court Repealed the sentence under the premise "No where in the law does it say how we prosecute terrorism" the Liberty Supreme Court demanded that Terrorism would be given it's own definition with the Liberty Penal Code.

So in 768AS Terrorism Sedition/Treason Act was created. This finally now gave a complete control of the Federal Government to prosecute domestic terrorism. Liberty Security Forces created several programs dedicated to preventing and prosecuting domestic terrorism.
