Since some of the "pirate" factions have a clear political axe to grind how bout giving them KOS rights if they see somebody leaving a base of their sworn enemy? (Getting a screenshot of a guy pulling out Harris with his shields down would be easy enough I'd think.) This would allow for the fact that these guys tax innocent bystanders to help fund their operations, but if you prove to them that you're aiding their enemy then the gloves are coming off.
