Then every lane at a lawful faction guard system should NOT be in the targeting range of these turrets (i think the one in New London was quite close, or am I wrong there?).

What about a more "silent" aproach?
Destroyed ships and some debris floating around, with the WARNING infocard? If you are nearby the jumphole, you will see and probably scan them, so kinda like an unlawful bouy ... and it doesn't have to be some lootable ship wrecks because stuff is way more interesting if it doesn't show up on your ingame map.
Or at least this is my opinion ^_^

If they enter a guard system for the first time and get blown up, they're gonna figure out what it is and wont get blown up again. Simple as that.
So, your character is a suicide-happy explorer who knows that his ship and his body will respawn once he took the wrong jumphole? Nice RP then ^_^
