Civilian Gunboat? IMO a civ is a basic public person, and RP speaking, a random member of the public or whatever you want to call it is very unlikely to own, or afford, a gunboat. You would also need crew members, etc etc. Thats what i think. The old Rogue gunboat strikes me as something to do with the Order. Thats my two rupees (Sorry been playing too much Zelda)
