1. No civilians can gain access to a capship license.
2. Freelancers only can gain access to GB license at the max.
3. Greater factions are in need of a military hierarchy.
4. Responsibility is upon the faction leader
5. Only faction leader can apply for capship licenses to the admin.
6. Admins only work is to decide for the application dependend to the size of the faction, their hierarchy and their reps. For balancing the limited number must have figured out
7. Admins only have to watch over following the rules as they already do.
8. I repeat responsibility is upon the faction leader. Means, if the faction leader is doing wrong, the whole faction get punished. Is a member doing wrong and the faction leader unable to handle this, the whole faction get punished. This is a hard way, but will bring more discipline.
Pirates are in the same need of discipline to survive , like house police and military. They are not anarchistic.
Never wanna hear something like :(I'm not in a faction.... If you are not with the U.S. Navy you'll never fly a F 18. If you are not with the israelian army you'll never drive a Merkava tank and so on. If you wanna have a BS, join a faction, follow RP, diserve promotions and maybe one day you will own one. RP isn't coffee klatsch it is hard work. Anyone who don't think so has not understand RP.
All these suggests will bring more RP and a limited number of capships.
