No, I don't agree, particularly with fifth point. You see, my two characters are not part of any faction (who wants some blue jellyfish in their ranks?). Yes, they are somewhat "allied" with HF but not a part of them. I would never have to be allowed to have a battleship had I been a part of them officially. Meanwhile I have it and continue to use it, so far I had no problems with anyone about it, in fact it resulted in very interesting RP thread and very good and interesting PvP battles I never had before.
Plus I think mercs might have a battleship or two as well. For a profitable organization it shouldn't be too difficult to place an order for a battleship. Shouldn't there be large corporations holding shipyards? I bet those would be fine, after all mercs/bounty hunters are doing job for them that officials will not do. A mobile base for mercs is a must.
Large pirate groups even have their own shipyards, not to mention large crime cartels.
Restriction there, restriction here... you're trying to put a hell a lot of job on admins, they already have tons of problems without adding this. There must be some simple and effective solution. Rules are already complex enough without a need to turn them into unbearable bureaucratic machine.
Yes, there is a problem with capships, and I think it's a result of the fact that they are easy to come and easy to go. Because as of now it's like people respawning with BFG in hands and go on. They don't care about the loss because they will respawn with it again. But problem is not the BFG itself... if you get what I mean.
