Pretty sure he meant the Universal Ship Identification system, as mentioned in the second paragraph of the description here. I'm still not sure how that applies, though. Unless he's talking about the smuggling side of things.
Anyway, to those of you saying that Kusari's economy should be crippled right about now: That is, as many others in this thread have been insisting, not entirely true. Is Kusari taking a loss here by cutting off a few resources to Liberty? maybe a little one, yeah. But, as Zelot pointed out, Kusari doesn't produce plutonium or H-fuel. They just distribute it for the GMG. Which just leaves us with engine components. Engine components are important, of course, but it's just one export.
Considering all of the other things Kusari's still trading (optical chips, optronics, quantum multiplexors, luxury food, basic alloy, hydrocarbons, light arms, mining machinery, polymers, robotic components, and ship hull panels)... I'd say Kusari's still doing well enough.
And to the people going "Liberty will be totally stopped in its tracks!", no. Not at all.
As Prowler's been saying, the GMG isn't going to let one of their largest customers just slip out of their hands. The GMG is finding ways around the embargo. Liberty is still getting its fuel, just not as efficiently.
Also, take a look at the US's current fuel problems. Now, I won't pretend to know much at all about what's going on in the US with oil and all that (yeah, I don't pay much mind to the "crises" of my country. Oh well.), but I know that there are, supposedly, shortages. Is that slowing the US down? Doesn't seem like it to me. At least, not by much. The only problem is that gas prices are higher than they used to be. But hey, no matter how high the prices get, we still have to pay it. We can't live without our fuel.
I'd imagine Liberty's the same way. They're getting their fuel in a different more expensive way. So they'll probably transfer that higher price over to the H-fuel consumers, or the general Libertonian public. And they'll have to pay more. They might grumble about it, but what are they gonna do?
On top of all that, Sina's right. We've got an interesting scenario going on here. Let's let it play out. The in-RP explanations may not satisfy all of you, but I daresay they're just as good as (and probably better than) many other in-RP explanations out there. So let's have some gosh-darn fun with our spaceboat diplomacy.
