Yea. Since Rheinland doesn't consider H fuel exports to Bretland illegal, Bret traders simply obtain it directly from the GMG and bring it through Rheinland to Bretonia. From there part of it can move towards Liberty (something I hear Bowex and Gateways official factions having gone into). A roundabout way but it works, especially if Liberty ends up subsidizing this.
And yes. High fuel prices -is- hurtful to an economy. It won't cause it to bomb out rightaway, but a fuel embargo is a good way of starting a war of attrition. That said, Liberty now has time to switch to alternatives: Straight deuterium fuel for one.
