That way, someone can earn the right to fly one, and they won't be overly powerful.
And how to you see a worthy person unless it flies one and you've seen the results? That's the problem - you can't. Stories can be written up, all kind of logical explanations can be made, but in the end what matters is how you play the role in game.
And putting them away to undockable base will effectively lock them from everyone. Mark my words. Now we don't take away Osiris because some people can't roleplay them, right? Of course not, but what if we do the same to them? What if we go that path? Where will it lead? Because of majority who can't you want take away nomad ships from the very few, but those few, quite frankly, add RP spice around (nomad lair chase?).
And secondly - how exactly overpowered they are? Light fighter? Gunboat with huge profile and aiming dead zones? Cruiser with broken hitbox (I don't even own one due to that)? Battleship? Don't think they are uber ships, they are not. Light fighter is quite balanced although I'd give it mines. Gunboat needs major balance fix. Cruiser needs new model with proper hitbox before it can be even considered usable. Battleship is quite fine which I'm enjoying at the moment (I still use light fighter quite often), I think it's balanced. And I fly all of them except for cruiser.
I think Frozen's idea is the best - a light fighter for trial (and that's exactly what I did - I started with light fighter to see if it's possible to play them). If you get along with it and it's roleplay then others will become available. But you try it yourself without intervention from admins, because they have far more important things to do.

Ok. I'm going to make a final attempt to explain...
Most people think that a player must earn the right to fly those. Ok, that sounds fair, but how exactly can you implement that "right"? If all the ships, including the light fighter will be given by requesting admins then I see tremendous work for them, kind of problems I'm sure they don't want to have. Besides there is a huge problem with identifying a worthy person. An exam? A quiz? How exactly? That's the thing - the solution is ineffective and cumbersome by design.
The idea that Frozen has suggested here is that light fighter remains available to public, a sort of trial for those wishing to try. Thus it's far easier to identify if the person is worthy: mentions in message dumps and such, that is the proof. If people think that the character is a nomad then it's a nomad, but you can find it out only by playing the game as one. Otherwise such player will be dealt with like anyone else who breaks the roleplay, there is no difference.
