I know people who speak like that, and hearing them speak always makes me smile and puts me in a good mood.

The objective of that game is to have fun, remember?

Fun is fine. But when it takes you 5 minutes to figure out what they are saying,and they start shooting cause you can't understand them is a pain. Personally i have shot a few for this. I interpret it ingame as a nomad that has not fully taken control of it's victom,and shoot it before it finish's.
If cannot understand a person,it is not RP. It is abuse to PvP IMO. And abuse of the "must speak english" rule. Like Dab said. It takes time to figure out,and sounds like jibberish.
